Get the NYC SST Training Required by Local Law 196

How to Understand Local Law 196 in New York City and Get the NYC SST Training You NeedTo prepare workers to stay safe on the job and ensure employers provide the necessary training, New York City instituted Local Law 196 in 2017. This addition to the city’s administrative and building codes requires that construction workers and supervisors at specified sites meet a higher standard of safety training to be eligible for employment. 

What Does Local Law 196 Require?

Local Law 196 requires that all construction workers employed at job sites with a site safety coordinator, construction superintendent, or site safety manager receive at least 40 hours of safety training. Training covers a wide range of topics, including the following:
  • *  Fall prevention
    *  Personal protective equipment (PPE)
    *  Health & Safety Programs in Construction
    *  First Aid and CPR
    *  And more…

Supervisors on these sites must complete 62 hours of safety training. Completion of a 10-hour or 30-hour OSHA Outreach course satisfies part of this requirement for supervisors and workers.


Who Needs an NYC SST Card?Local Law 196 applies to any construction worker or supervisor working at a site that meets the criteria noted above, including subcontractors. 

In addition to general construction workers, all of the following must receive an NYC SST Card:

  • *  Demolition workers
    *  Forepersons
    *  Journeypersons
    *  Competent persons
    *  Construction superintendents
    *  Site safety coordinators and managers
    *  Concrete safety managers
    *  Those employed by Department of Buildings licensees or registrants

Site owners, engineers, architects, project managers, developers, flag persons, delivery workers, and others not directly engaged in construction work do not require an SST Card. Department of Consumer Affairs (DCA) licensed home improvement contractors and workers completing minor alterations or constructing new one-, two-, or three-family homes are also not required to obtain NYC SST Cards.
Construction workers must complete a 10-hour OSHA course before beginning work and obtain the 40 hours of training needed for an SST Card within six months. Employers must confirm training and maintain proper records. Failure to do so can result in fines up to $5,000 per worker levied against the employer, site owner, and permit holder.
